[act-ma] Act-MA change for non-members.

We just made the change to reject postings from non-members from 
Act-MA.  This was done because of the volume of spam we were getting 
from non-member bulk emails.

If you are getting this mailing directly from act-ma, this change should 
not effect your posting ability at all.

If you use several email address you must use the one that you are 
subscribed to act-ma as to post messages.
