face="Times New Roman">A perfect storm of economic recession and rising costs
for fuel, food, and healthcare threatens to multiply the effects of the current
foreclosure crisis. More than one million Massachusetts households heat with oil
or propane, and thus currently have no protection from fuel delivery shut-offs.
One hundred thousand more received utility shut-off notices this past Spring and
are at risk of being unable to pay their bills this winter. And unemployment is
rising. B<SPAN class=apple-style-span><SPAN style="mso-bidi-font-size: 10.5pt">y
addressing the heating crisis at the broadest scale and making long-term
investments in insulation and other energy efficiency measures, we can make
progress on many fronts: keeping people from losing their homes, creating jobs,
and helping the environment.</SPAN></SPAN></FONT></FONT></P>

urgent statewide action to help families meet the challenge of this winter’s
