Besides donor driven agendas, wasted resources, and fraudulent practices, <b>Dalia Association</b><span style="font-weight:normal"> says that funds are not reaching the small grassroots groups who are best positioned to make a difference for their own communities. Further, over 10 years of dependence on international aid have distorted Palestinians’ own attitudes toward development.
