<p class="MsoNormal"><b style=""><span style="font-size: 11pt;">Background:</span></b><span style="font-size: 11pt;"> The
Attorney General’s recent discovery that National Grid has charged customers
for many thousands in luxury expenses has prompted a call to audit that
company’s books. <span style=""> </span>Similarly, the Green
Justice Coalition has been calling on all the utility companies to account for
their energy efficiency spending. <span style=""> </span>So far
the answers have come up short.<span style=""> </span>The gas and
electric companies have not been willing to report on which communities benefit
or to assure that all get their fair share.<span style="">
</span></span></p>
<p class="MsoNormal"><span style="font-size: 11pt;">For two years the Green
Justice Coalition has been working to make the state’s weatherization programs
accessible to all residents. <span style=""> </span>Massachusetts is one
year into an ambitious three-year plan, with electric and gas customers paying
most of the $1.4 billion cost. <span style=""> </span>The
Coalition has found that <b style="">working class
communities are paying into the energy efficiency programs but are not able to
access these same programs for their own homes. <span style=""> </span>Nor are they getting the jobs</b> that could
start lifting communities out of today’s Depression-level unemployment. <span style=""> </span>Interviews with community residents and
workers bring these systemic failures down to a personal level and show our
communities’ strong support for weatherizing, as long as programs are equally
accessible to everyone.</span><span style="font-size: 10pt;"> <br></span></p>
<p class="MsoNormal"><span style="font-size: 11pt;">Last week <i style="">The Nation </i>described the Coalition’s plan
to revolutionize home weatherization outreach and contracting (<a href="http://www.thenation.com/article/154165/doing-green-jobs-right" target="_blank">http://www.thenation.com/article/154165/doing-green-jobs-right</a>).
<span style=""> </span>This model can attract high-road
contractors who will provide good wages, benefits, safe working conditions and
career pathways. <span style=""> </span>The current system
throws up so many roadblocks to implementing this model that it has not yet
launched, despite a year of concentrated efforts.<span style=""> </span></span></p>
<p class="MsoNormal"><span style="font-size: 11pt;">At the end of October the
utilities will file “mid-course corrections” to their three-year energy
