== BACKGROUND ==

In 1982 professor Carlos Mauricio was abducted by the Salvadoran National
Police, detained for two weeks and tortured.  In 2002, Carlos was a
plaintiff in an historic, successful lawsuit that held two retired
Salvadoran generals liable for the crimes of troops under thier command.

In March of this year, Carlos joined Father Roy Bourgeois and Lisa
Sullivan-Rodriguez of School of the Americas Watch in investigating the
new International Law Enforcement Academy (ILEA), a police training school
sponsored by the U.S. in San Salvador.
