[act-ma] 7/12: 12-2:15 protest against torture in Massachusetts' Judge Rotenberg Center

Time: !2 noon to 2:15 (or longer, if we want)
Place: The gates in front of the State House near Park Street

Purpose: To urge Governor Deval Patrick to do take action, or at very least, make a statement on the Judge Rotenberg Center. A United Nations 
representative having declared the Judge Rotenberg Center's punishment as "torture".
