Prof. H.M. Desarda is an economist focusing on issues of land, water,
energy, employment and environment in India. A member of the
Maharashtra State Planning Board in the late 1980s and early ’90s, he
chaired the 8th-Five-Year-Plan study groups on Agriculture and
Horticulture and on Irrigation and Flood-Control. He served, among
other things, on the Maharashtra State Water Conservation Council
(1991-94), the State Employment Guarantee Council (likewise ’92-93),
the Study Group and Steering Committee of the Planning Commission
(2004-07) for the 11th Five-Year Plan. He is Vice-President of the
Maharashtra State Famine Eradication Committee, and in 2010 was
nominated by the President of India to the Executive Council of the
University of Hyderabad.
His contribution to the recent Rio+20 Conference in Brazil was
entitled “The Challenge of Harmonizing Economics, Ecology and Ethics:
A Gandhian Perspective on Greening the Economy.”
