[act-ma] Act-MA aging problems

Over the past two weeks the website used to moderate the Act-MA email 
list has been very erratic.

Sometimes emails go through to the moderator and sometimes they are 
delayed.   Also at times we can not get into the site to approve posts.  
It's different on different computers and browsers.

The underlying problem is that Act-MA is an older "non-secure" http: 
site vs the newer https: sites.

The Act-MA Facebook page is functioning normally and has many more 
announcements.

You don't have to be a Facebook member to view this page.   You can get 
around the box that pops up and asks you to join to see the events.
