International Aid to Palestinians –
Helpful or Oppressive?
The international aid system has developed in response to the
political agendas and bureaucratic needs of donors, with severe
consequences on Palestinian civil society. Besides donor driven
agendas, wasted resources, and fraudulent practices, Dalia
Association says that funds are not reaching the small grassroots
groups who are best positioned to make a difference for their own
communities. Further, over 10 years of dependence on international
aid have distorted Palestinians’ own attitudes toward development.
These problems are especially severe for marginalized groups. Dalia
Association, the first Palestinian community foundation, mobilizes
resources and makes grants for Palestinian social change and
sustainable development through community-based decision-making.

Presenter: Nora Lester Murad, Ph.D., is founding executive director
of Dalia Association (www.Dalia.ps), the first Palestinian community
foundation. Dalia Association reduces dependence on international aid
by mobilizing locally-controlled resources and building
sustainability of grassroots civil society. Previously, Nora was
assistant professor of cross-cultural understanding at Bentley
College in Massachusetts, and she did anti-racism and organizational
change work with corporate and nonprofit clients. Nora has spoken
widely, most recently at the World Congress of Muslim Philanthropists
in Abu Dhabi, and has published several articles about Palestinian
and intercultural topics as well as philanthropy and international
